Selection of the Chief Executive Officer
As the governing board, the University of Louisiana System Board of Supervisors (ULS) is responsible for the selection of the chief executive officer of the University of New Orleans. The search and selection process is described in Chapter III, Faculty and Staff, Section II Personnel Action of the UL System Bylaws and Rules. This bylaw specifies that the search committee consist of at least six members of the Board of Supervisors, including the student member on the Board of Supervisors, and a faculty member of the affected institution. The University of Louisiana System President serves as the non-voting chair of the search committee. Additional guidelines for the search process may be found in Policy and Procedure Memorandum (PPM) Searches for University Presidents which addresses the use of non-voting members to assist with the search, advertisement of the position in national publications, and the use of a search firm or consultants.
The search for a new Chief Executive Officer for the University of New Orleans began in July 2011 shortly after passage of Act 419 to transfer the management of the University from the Louisiana State University (LSU) System to the University of Louisiana System (ULS). Until this transfer, UNO was led by a “Chancellor”. At the time that the search was announced, UNO was led by an acting Chancellor, Dr. Joe King.
Following is a summary of the key steps followed in the process. Documentation is provided for each step.
- Search committee formed with 15 members (5 nonvoting) led by Dr. Randy Moffett, then President of the University of Louisiana System
- Position announcement and desired qualifications developed and disseminated by the Search Committee
- The UL System engages a team of outside consultants to conduct an Institutional Review concurrent with the UNO Presidential Search to provide a framework for the Search Committee and the new President
- PowerPoint providing an overview of UNO incorporated into all public forums
- Information regarding the progress of the search process disseminated on University of Louisiana System website and the University of New Orleans website
- Search meeting schedule and related materials posted on UL System website
- Semifinalist interviews held for four candidates on November 29-30 and December 1-2, 2011
- Finalist interviews held with two candidates on December 9, 2011
- Dr. Fos appointed as UNO’s first President with a start date of January 17, 2012
Evaluation of the Chief Executive Officer
In addition to selecting the Presidents of institutions in the University of Louisiana System, the UL System Board of Supervisors is also charged with the periodic evaluation of the chief executive officer, as specified in the UL System Rules section “Contractual Arrangements, Benefits, and Evaluations of Presidents”.
D. Evaluations of Presidents. The performance of the institution presidents shall be individually evaluated on a regular basis according to a process approved by the Board. The evaluations are intended to (1) fulfill Board responsibility for making certain that each institution is well managed, (2) help the presidents improve their performance, (3) make certain that sound institutional goals are being pursued, and (4) identify opportunities for improving the management and planning functions of the University of Louisiana System and its constituent universities. Each year the President of each member institution submits an Annual Performance Evaluation to the University of Louisiana System. This document lists goals for the year and initiatives to be documented for the end of year evaluation.
