3.2.10  The institution periodically evaluates the effectiveness of its administrators. (Administrative staff evaluations)

The University of New Orleans (UNO) conducts annual written evaluations for all employees on an annual basis as per Policy AP-BA-45.2 Performance Appraisal Requirements for Classified, Unclassified, and Academic Employees. Administrative Staff are evaluated in one of three ways, depending on the position held. The evaluation period for the evaluation of administrative personnel is January 1 – December 31.

Executive-level administrators include the Provost and Vice President for Academic Affairs, all Vice Presidents, all Deans, and the Executive Assistant to the President. These individuals are evaluated by the President or Provost using the UNO Executive Employee Performance System procedure. A total of 12 executive level administrators were evaluated for the most recent calendar year (2013). A sample of executive level administrator evaluations is provided. The evaluation of leadership personnel at the executive level area is also governed by University of New Orleans Policy AP-BA-40.2 Campus-Wide Evaluations of University Administrators. This policy charges the Committee on the Evaluation of Administrators of the Faculty Senate with the responsibility for conducting surveys to gather evaluation data on a three year rotating schedule. A table outlining the review dates for each executive level administrator is provided. Copies of two recently completed surveys for a Vice President and a Dean are provided as examples of the survey process.

Other administrators appointed on a fiscal year basis include titles of Associate Vice President, Assistant Vice President, Director, Associate Director, Assistant Director, Associate Dean and Assistant Dean. A total of 116 personnel held these positions in the most recent evaluation period. Each of these personnel were evaluated using the Unclassified Staff Performance Evaluation Form. A sample of completed evaluations for administrators in Unclassified positions is provided. The sample includes each type of position included in this category and was drawn from multiple offices representing both academic and non-academic areas. (Associate/Assistant Vice President; Director, Associate/Assistant Director; Associate/Assistant Dean; Manager, Coordinator). 

Department Chairs comprise the remaining group of administrative staff. These individuals hold faculty appointment and are evaluated annually using the Chair Evaluation Survey which is sent electronically to all departmental faculty. A total of 31 department chairs were appointed in academic year 2013-14. Each was evaluated in the spring 2014 semester. A sample comprised of completed evaluations for two chairs from each of the five academic colleges (College of Business Administration, College of Education and Human Development, College of Engineering, College of Liberal Arts, College of Sciences) is provided.

Supervisors are encouraged to develop and discuss individualized performance expectation plans for each subordinate at the beginning of the evaluation period. These performance expectation plans serve to prevent misunderstandings concerning evaluations and/or daily responsibilities by clarifying the supervisor’s expectations for all areas of a subordinate’s work performance. Additionally, rating supervisors are encouraged to link performance expectations to the appraisal rating factors and to document the performance expectations in writing for the rated employee’s acknowledgement.
