The mission statement
of the University of New Orleans clearly delineates the functions and responsibilities of the university as an institution of higher education.
The mission statement is the product of the university planning process,
during which faculty, staff, and administration provided input. The document
was approved by the University Planning Committee in the fall of 2002
and reaffirmed in 2004. In annual budget planning, academic goal-setting
and institutional assessment, the mission statement is communicated to
the university community. In addition, it is published in the online
University
Undergraduate/Graduate Catalog (Adobe p. 10) .
The
university's role, scope, and mission are reviewed periodically by the
Louisiana Board of Regents.
The mission statement fully covers the university's commitment to teaching and learning. In addition, as a public, urban, and research institution, the mission statement cites both research and public service as a crucial part of the university's obligations.
The statement was approved June 4, 2004
by the LSU System Board of Supervisors and is consistent with policy of the Board of Regents.

The Board of Supervisors allocates funding for the year to the university. The university, in turn, presents a budget for the fiscal year to the Board for approval. The Chancellor is responsible to the President for the campus budget. This responsibility includes review and recommendation of budgets for the units and divisions within the campus, as well as the consolidated budget for the university as a whole. In

The LSU System Board of Supervisors
is the governing body responsible for all the campuses that compose the Louisiana State University System. All members of the Board are appointed Officers of the State of Louisiana. As such, they are subject to the laws of the state as defined by the
1974 Louisiana State Constitution (Article X: “Public Officials and Employees”) and the
State Code of Ethics,
which govern their conduct and responsibilities. The Board of Supervisors follows established policies that fully cover potential conflicts of interest. The creation of an additional policy specifically for the Bylaws & Regulations of the LSU System Board of Supervisors was determined by the Board to be preempted by state law and redundant.
However, the
Bylaws & Regulations of the LSU System Board of Supervisors, Chapter VII, Section 7-3-e and Section 7-3-f (Adobe p. 39),
provide guidelines protecting the university from influence and conflicts of interest with regard to grant administration, the management of distributable royalties, LSU personnel officers, other influencers, or with regard to a corporation in which LSU holds and/or acquires stock.

The administrative and academic officers at the University of New Orleans have the experience, competence, and capacity to lead the university, and their credentials provide evidence of this.
The Chancellor, the administrative head of the campus, is appointed by the LSU System Board of Supervisors upon the recommendation of the LSU System President. The Chancellor holds office at the pleasure of the Board. The Chancellor is charged with administering the university and has complete executive authority subject to the direction and control of the President and the Board. (See
Bylaws & Regulations of the LSU System Board of Supervisors, (Adobe p. 10.)
As the administrative head of a campus, the Chancellor is responsible to the Board through the President for the effective execution of all laws relating to Louisiana State University System, and all policies, rules, regulations, directives, and memoranda issued by the President. The Chancellor's discretionary powers are broad enough to enable him or her to meet his or her extensive responsibilities. In the performance of his or her duties and responsibilities, the Chancellor has direct access to the President and is the official medium of communication between the President and all personnel of his or her campus.
The Chancellor, after consultation with the appropriate academic and/or administrative staff, selects all campus administrative officers. In doing so, the Chancellor recommends to the President the appointments, suspensions, and dismissals of all campus administrative officers holding positions at the pleasure of the Board.

lists those positions that require explicit System approval.)
He or she also makes all other appointments, promotions, transfers, suspensions, and dismissals of all academic, administrative, and professional employees subject to the approval of the President and confirmation of the Board.
The University of New Orleans has eight Vice Chancellors, including the Vice Chancellor for Academic Affairs and Provost and vice chancellors for Research; Financial Services; Governmental, Community Affairs and Diversity; Strategic Planning and Budget; Technology and Economic Development; Student Affairs, University Relations and Campus Services; and Development.
The University of New Orleans has seven colleges led by Deans. The Earl K. Long Library is administered by a dean as is the Graduate School that is administered by the Dean of the Graduate School, who also serves as Vice Chancellor for Research.

The university evaluates the effectiveness of its administrators including the Chancellor, Provost, Vice Chancellors, Deans and Department Chairs.
Chancellor
The Chancellor is evaluated every three years in accordance with Louisiana State University System
Procedures for the Evaluation of Chancellors.
Special evaluations may be conducted if the LSU System President and LSU Board of Supervisors deem it necessary. Evaluators include administrators, faculty, staff, students and community/alumni.
Vice Chancellor for Academic Affairs and Provost
The current policy calls for an evaluation of the Vice Chancellor for Academic Affairs and Provost every three years. The evaluation process will include broad based input. Prior to this new policy, the Provost was evaluated periodically, last in 2000. In this review, the Chancellor met separately with representative groups of faculty, deans, vice chancellors, non-classified staff and community representatives and all faculty were encouraged to submit written comments to the Vice Chair of the Policy Committee, an elected faculty committee representing the faculty of each college.
Vice Chancellors
The University has conducted periodic evaluations of other Vice Chancellors. In an effort to do so in a more systematic way, the University is developing a policy that will evaluate all University Vice Chancellors three years after their initial appointment and every five years thereafter. This process will include data obtained from a survey of faculty on services, interviews from directors and other relevant constitutions and a review by the Chancellor.
Deans
Deans receive performance evaluations no later than the fifth year of service and no less than every five years thereafter. The Policy Committee conducts the Dean Reviews, and also has the responsibilities of (a) developing and fine-tuning the review instrument, and (b) assuring that the process is timely, confidential and complete. The Policy Committee maintains a folder of previous review instruments, letters, timetables and accompanying documentation.
Department Chairs
Department chairmen are appointed or reappointed upon the recommendation of the dean of the college and the approval of the Vice Chancellor for Academic Affairs, the Chancellor, the President, and the Board of Supervisors. They hold their administrative positions at the pleasure of the Board. The maximum term of appointment is three years, with the possibility of renewal. Upon the expiration of a chair’s appointment, the dean consults with the faculty of the department to determine who will lead the department for the next three-year period.

Major decisions, including fiscal decisions, regarding intercollegiate athletics at the University of New Orleans can be made at the campus level, the LSU System level, or the Board of Regents level, depending on the authority governing the action taken.
The scope of the LSU System Board of Supervisors’ authority includes personnel and other major decisions regarding intercollegiate athletics. The Chancellor of the University of New Orleans is the Chief Executive Officer and is appointed by, and reports to, the LSU System President. The Chancellor is the deciding authority for all campus policies not reserved to the LSU System Board of Supervisors or the Louisiana Board of Regents.
With specific respect to athletics, the Chancellor's role is further spelled out in the Louisiana Board of Regents' Policy for State Fund Usage in Athletic Programs, as follows:
“III. Policy Requirements, A. Institutional Control: Section 2.” (Adobe p.3.)
It is expected that an institution’s chief executive officer will have final authority and ultimate responsibility for the intercollegiate athletic program and the actions of any board in control of that program.”
Every ten years, the university’s athletic programs are reviewed by NCAA for certification purposes. The current
NCAA
Certification Self-Study (Adobe p. 7) was completed in 2003.
In addition, the Chancellor receives, from the University’s Institutional Effectiveness (IE) Committee (a university-appointed oversight group), the
Athletic Department’s annual IE Plan (Goals and Objectives) (Adobe p. 5) for his review and approval.

Chapter VI: “Gifts and Grants (Adobe p. 35)
and
Chapter VIII: “Affiliated Organizations” (Adobe p.45)
of said Bylaws & Regulations govern institutional policy, including policies concerning all related and affiliated corporate entities and auxiliary services. These same policies govern relationships to other associated foundations (athletic, research, etc.) and other corporate entities whose primary purpose is to support the university and its programs through fund raising and other means.
The Chancellor of the university directs the activities of the university’s Advancement Office that oversees and manages fund-raising activities. Recent changes have created a Vice Chancellor for Advancement, who
answers directly to the Chancellor.
This new position was created by the new administration to ensure university control of all fund-raising activities. Resources and support of the work of the university’s Advancement Office are partially provided by the
University of New Orleans Foundation.
The Chancellor is an ex-officio member of the board of the Foundation and sits on the executive committee of the Foundation. The Foundation Board provides strategic advice to the Chancellor. Fund-raising decisions and execution of strategic policy are, however, the prerogatives of the Chancellor.

Each foundation is managed by a board that includes a majority of private citizens (not university employees). The relationship of the foundations to the university is defined by affiliation agreements. These affiliation agreements provide (among other things) the following:
- Acknowledgement by the university of the non-profit university-support purposes of the foundations
- The foundations’ authority to solicit, hold, invest, and administer gifts on behalf
of the university
- Use of and reimbursement for the use of university resources
- Compliance with law and accounting convention
- Auditing and reporting requirements and resolution of any audit findings
- Misuse of funds, reporting, and correction
- Payments to and contracts with university employees
The affiliation agreements do not create any responsibility on the part of the university for the actions or liabilities of the foundations.

Narrative
The university has conducted a yearly review of its academic programs since the mid-1990s but took an evolutionary step in 2001 by completely restructuring its institutional effectiveness process. Currently, the university engages in ongoing institution-wide review of all of its academic, administrative, and educational support units and programs. The review is headed by the Coordinator of Institutional Effectiveness, who reports directly to the Vice Chancellor for Academic Affairs and Provost. The Coordinator chairs a 10-member committee made up of representatives from academic, administrative, and student-support departments/units.
The academic departments and administrative/student-support units develop their institutional effectiveness (IE) plans in accordance with both departmental/unit and university goals. Academic departmental plans must be approved by a vote of the faculty (and Chairs must keep minutes of the meeting) before being submitted to the appropriate Dean. All
IE plans
are then reviewed by the respective college Dean or Division Head to make sure that the goals and objectives are congruent with those of the college/division, and they are then sent to the IE Committee. The IE Committee then reviews the yearly IE plans from the university’s units to ensure that each has a well-defined mission statement and clearly articulated goals, measurable objectives (expected outcomes), and strategies and assessment tools for achieving the mission. Academic departments and programs are required to include at least two direct and two indirect measures of student learning outcomes.
The IE Committee also reviews the end-of-year IE reports from all the university’s departments/units to ensure that each is using its assessment outcomes to modify the next year’s IE plan and thereby improve future performance. The IE Committee has the authority to return IE plans/reports to the departments/units with requests for modifications. The yearly IE plans and reports are maintained in hardbound form and are also available for everyone’s inspection on the
IE Website.
Institutional effectiveness is integrated with the university’s strategic planning process in both a top-down and a bottom-up process. In the top-down process, the Chancellor and Provost consult with the Vice Chancellor for Strategic Planning and the University Planning Committee to identify short-term and long-term goals that are of such importance that they should be addressed by the university’s academic and student-support service units. The IE Committee circulates these “top-down directives” to all of the departments/units and then checks to see that they are addressed by all of the university’s departments/units in their individual IE plans. In the bottom-up process, the IE Committee evaluates all requests for new funds in the end-of-year IE reports and forwards all of those considered worthy to the University Planning Committee. The University Planning Committee then considers these requests in their deliberations for the next year’s budget.
As a result of the new IE process, many academic programs, which previously did not have a capstone course, added a capstone for graduating seniors in which they must write a paper or complete a project to demonstrate their mastery of program material. Some recent examples of programs successfully closing the loop include the addition of mandatory recitation sessions for first-year chemistry courses, changes in the undergraduate curriculum in the Department of Psychology based on results of extensive alumni survey, and the addition of a course in oral communication skills in the MBA program.
