3.4.7 The institution ensures the quality of educational programs and courses offered through consortial relationships or contractual agreements, ensures ongoing compliance with the Principles, and periodically evaluates the consortial relationship and/or agreement against the mission of the institution. (Consortial relationships/ contractual agreements)
Findings of the Off-Site Reaffirmation Committee
Only one program at UNO is delivered through a consortium agreement. There is clear delineation in the agreement of the responsibilities of each party. To ensure the quality of the programs and courses offered through the agreement, there is a provision in the agreement for ensuring the courses are taught by appropriately credentialed faculty.
The institution’s process for ensuring the quality of programs and courses offered through contract or consortial agreements requires faculty review of courses from their discipline to ensure that each course meets the University’s academic standards. All parties are involved in the process by being included as members of the leadership in the Consortium. The oversight of the Consortium is governed by the Leadership Committee that sets policies and procedures. No evidence was provided of review the consortial relationship in relation to the purpose or mission of the institution. A copy of a signed consortial agreement was included.
There is no provision in the signed agreement or in the policy on “Evaluation of Educational Programs and Courses offered through Consortial and Contractual Agreements” that shows that the program is evaluated in relation to the purpose or the mission of the institution. It is, however, “formally” reviewed every five years. No review criteria were included.
Response and Actions Taken
As requested, information is provided on the review process of consortia agreements. The review is mandated by Administrative Policy AP-AA-09.2, Evaluation of Educational Programs and Courses offered through Consortial and Contractual Agreements. The review process is described in the Procedures for the Review Process of Consortia Agreements.
The criteria of this review policy is consistent with the ongoing program review currently being conducted of all internal academic programs in the 2014-2015 Academic Year.
